Go to the top of Holywell Hill (continues into Chequer Street) keep going to the roundabout; take the second exit (St Peter Street) then take the first right (the first legitimate right turn; not the "No Entry") into Hall Place Gardens. Hall place Close is the first on the right. Please note that you can drop people off, but there is no parking on Hall Place Close.
from Hatfield Road:
Heading into St Albans City Centre, pass the Cock public house and take the third exit from the roundabout (St Peter Street, then first right and first right again as per the directions from Holywell Hill/Chequer Street above.
